ACTU continues to enhance both the ecological integrity and recreational value of Adams County’s waterways. ACTU is driven by a commitment to habitat restoration and environmental stewardship. Over the years, ACTU has led scores of stream improvement projects, installing over 230 structures, including mudsills, log deflectors, and rock vanes, to enhance trout habitats across Adams County.
The chapter also plays a vital role in annual trout stocking, introducing, on average, over 43,000 trout into Conewago, Toms, Middle, Little Marsh, Marsh, Bermudian, Latimore, and Opossum Creeks, ensuring an attractive and sustainable fishery for local and visiting anglers. The trout are supplied by the PFBC, the Fairfield Co-operative Nursery, and the Mummasburg Sportsman Association.

Zeigler Mill Road Public Fishing Access
One of ACTU’s most significant conservation efforts is the management of the Zeigler Mill Road Access Site, a 58-acre parcel adjacent to Conewago Creek under a 25-year agreement with the Pennsylvania Fish & Boat Commission. Since acquiring this site in May 2022, ACTU has:
• Constructed a ten-car parking area for public access.
• Created a 900-yard walking trail with three educational stations.
• Planted more than 425 native trees and shrubs to expand the riparian buffer.
• Removed invasive plant species across eight acres of land.
The Zeigler Mill Road Access Site is now open year-round, providing a valuable outdoor space for anglers, hikers, bird watchers, and nature enthusiasts.




Conewago Creek Restoration
Starting in 2024, the PA Fish and Boat Commission’s (PFBC) Habitat Division has been installing new sediment erosion control and fish habitat structures on the Catch and Release Fly Fishing Only section of Conewago Creek. The upper half of the section has been completed, with the remaining stretch of the creek to be worked on in 2026 and 2027.
Many thanks to these personnel for their efforts, and also to the Adams County Conservation District, who secured the funding for the work and oversees the project. Additional work will be scheduled for 2026 if funding can be secured.
